Home MenuIn 2026, the NRAT was formally established as a Council of Governments (COG), comprised of representatives from Clinton, Potter, and Tioga Counties. The NRAT is responsible for the operation and maintenance of more than 800 miles of existing DCNR ATV trails, connecting municipalities, parks, and riding areas throughout the scenic Northern Tier of Pennsylvania.
Please note that this is not the official NRAT or DCNR-affiliated webpage. This page has been prepared by the Clinton County Commissioners to assist potential members in determining whether they wish to join the NRAT as a voting member. It also provides guidance on how a municipality can join the NRAT through adoption of a municipal ordinance.
Currently, all users of DCNR ATV trails are required to pay an annual fee to DCNR for access to the existing trail system. In the future, once the COG is fully established, trail permit revenues will be administered by the NRAT and used to:
- Maintain and expand the trail system
- Promote and market businesses connected to the trail network
- Reimburse municipalities for dust control efforts
