Looking for a Building Permit?

The Clinton County Planning Office DOES NOT issue Building Permits!  We administer Zoning Permits and Subdivision/Land Development only.  Building permits (governed by the PA Uniform Construction Code) are issued by local municipal offices, state-certified inspectors, or the PA Department of Labor and Industry.

Do You Need a Building Permit? Clinton County Planning Dept. DOES NOT issue building permits. Follow this guide to find the correct issuing office for your project. Zoning Permit = WHAT & WHERE Approves land use and building orientation on property. Building Permit = HOW Enforces construction, structural, and safety codes. STEP 1: WHERE IS YOUR PROJECT LOCATED? Is your project in one of these OPT-OUT Townships? Beech Creek • Colebrook • Dunnstable • Gallagher • Grugan • Logan • Noyes • West Keating • Woodward YES (Opt-Out) NO (All Other Towns) STEP 2: OPT-OUT MUNICIPALITIES RESIDENTIAL PROJECTS (Homes, Additions, Large Sheds, Electrical Work) Must hire a PA-Certified Third-Party Agency: • Choose any certified residential inspector. • Submit plans, pay fees & schedule inspections. • Find approved agencies on PA L&I Website. COMMERCIAL PROJECTS (Businesses, Multi-Family Structures) Must apply directly through the State: • Issuer: PA Dept. of Labor & Industry (L&I) • Application: UCC-3 Permit Form • Phone: (717) 787-3806 | Web: pa.gov STEP 2: OPT-IN MUNICIPALITIES ALL PROJECTS (RESIDENTIAL & COMMERCIAL) Contact Your Local Township/Borough Office • Municipality enforces Uniform Construction Code locally. • Permits issued through local Building Code Official (BCO). • File applications and pay fees directly to township. NEED LOCAL TOWNSHIP CONTACTS? See the reference table below. CRITICAL FINAL STEP BEFORE PERMIT ISSUANCE You Must Obtain Your Zoning Permit FIRST! No inspector (State, Municipal, or Third-Party) will issue your Building Permit without approved proof of a Zoning Permit (and Floodplain Permit, if applicable). Contact Clinton County Planning or your local township to apply for Zoning Permits.
