The Clinton County Conservation District periodically solicits bids for construction, professional services, and conservation-related projects. These projects support local natural resource protection efforts and may include stream restoration, erosion and sediment control, agricultural best management practices, and other conservation initiatives.

Bid Posting & Submission Information
- All projects will include a detailed bid package outlining the scope of work, submission requirements, deadlines, and any mandatory meetings.
- Bid submission methods will be clearly identified within in each individual posting
- Only bids submitted in accordance with the instruction provided in the bid package with be considered.
- The Conservation District reserves the right to reject any or all bids in accordance with applicable laws and policies.
Current Projects Available for Bid
Courter Heavy Use Area Protection
The Clinton County Conservation District invites sealed bids for the construction of the Courter
Heavy Use Area Protection Project at 7786 Jacksonville Road, Mill Hall, PA 17751. This
project is being grant funded by the Agriculture Conservation Assistance Program (ACAP)
grant. The scope of this project entails installation of a roofed Heavy Use Area Protection with
an internal feed lane, waterers, scrape alley and bed-pack manure stacking area within the
existing footprint of the current structure, upon the current structure’s demolition.
Mandatory pre-bid conference required. A pre-bid conference will be held on May 22nd, 2026 @
9:00 a.m. on-site. Only contractors attending the pre-bid conference will be eligible to submit
bids. Bids will be due by June 8th, 2026 @ 12:00 p.m. Bids must be delivered or mailed to 45
Cooperation Lane, Mill Hall, PA 17751. Electronic bids will not be accepted. Bids will be
opened publicly at the Clinton County Conservation District occurring June 8th, 2026 @ 2:00
p.m.

Lupold Ag Stream Crossing Project
The Clinton County Conservation District invites sealed bids for the construction of the Lupold Ag Stream Crossing Project at coordinates Latitude: 41.011417, Longitude: -77.356115. This project is being grant funded by the Countywide Action Plan Grant. The scope of this project includes installation of an agriculture stream crossing and bank grading.
Mandatory pre-bid conference required. A pre-bid conference will be held on May 19th@ 10:00 a.m on site. Only contractors attending the pre-bid conference will be eligible to submit bids. Bids will be due by June 5th, 2026 @ 12:00 p.m. Bids must be delivered or mailed to 45 Cooperation Lane, Mill Hall, PA 17751. Electronic bids will not be accepted. Peters Fencing & Riparian Buffer Project
The Clinton County Conservation District invites sealed bids for the construction of the Peters
Fencing & Riparian Buffer Project at 1015 Laurel Run Road, Beech Creek, PA 16822. This
project is being grant funded by the Countywide Action Plan Grant. The scope of this project
includes site construction of pasture fencing as well as a riparian buffer planting.
Mandatory pre-bid conference required. A pre-bid conference will be held on May 21st @ 10:00
a.m on site. Only contractors attending the pre-bid conference will be eligible to submit bids. Bids will
be due by June 5th, 2026 @ 12:00 p.m. Bids must be delivered or mailed to 45 Cooperation

Laurel Run Road Rotational Grazing System Project
The Clinton County Conservation District invites sealed bids for the construction of the e Laurel
Run Road Rotational Grazing System at 763 Laurel Run Road, Beech Creek, PA 16822. This
project is being grant funded by the Agricultural Conservation Assistance Program grant. the
installation of a rotational grazing system including but not limited to waterers, waterlines,
fencing, livestock gates, and trails/walkways.
Mandatory pre-bid conference required. A pre-bid conference will be held on May 8
th, 2026 at 9:00 a.m on site. Only contractors attending the pre-bid conference will be eligible to submit bids. Bids will be due by May 25th, 2026 at 12:00 p.m. Bids must be delivered or mailed to 45 Cooperation

Daniel Miller Manure Storage and BMP's Project
The Clinton County Conservation District invites sealed bids for the construction of the Daniel Miller Manure Storage and BMP’s Project at 370 Beagle Rd, Mill Hall, PA 17751. This project is being grant funded by the Agricultural Conservation Assistance Program. The scope of this project includes site construction of a Manure Storage Facility, Concrete Cattle Walkway, Access Road, Roof Gutters, and a Diversion Swale.
Mandatory pre-bid conference required. A pre-bid conference will be held on May 4th @ 10:00 a.m on site. Only contractors attending the pre-bid conference will be eligible to submit bids.
