Meet the Team That Supports Conservation in Our County
The Clinton County Conservation District Staff works directly with landowners, municipalities, farmers, contractors, and community partners to protect soil, water, and natural resources. Each staff member brings specialized knowledge to help guide projects, answer questions, and connect residents with technical and financial assistance.
District Manager
Alexa Bixel
The District Manager oversees the overall operation of the Conservation District and ensures that programs, projects, and finances are managed effectively and in compliance with state and local requirement.
How the Manager Can Help:
- Oversees conservation programs and staff
- Manages grants, contracts, budget, and financial reporting
- Handles procurement, purchasing and vendor coordination
- Processes invoices, payments, and reimbursements
- Coordinates with the Board of Directors, DEP, SCC, and partner agencies
- Provides guidance on district polices, priorities, and procedures
- Serves as the main point of contact for district operations
Landowners and partners may work with the District Manager on larger or complex projects, grant related questions or general district inquiries.

Field Project Administrator
Charly Bloom
The Field Project Administrator assists with the coordination and administration of conservation projects and grant-funded work.
How the Field Project Administrator Can Help:
- Supports project planning, tracking and documentation
- Assists with grant applications, reporting, and compliance
- Coordinates with engineers, contractors, and landowners
- Helps manage project timelines and deliverables
- Communicates with DEP, SCC, and partner agencies
Landowners may interact with this position during active projects, particularly grant-funded conservation practices.

Agricultural Resource Conservationists
Grace LeGars and Kalen Guyer
Agricultural Resource Conservationists work directly with farmers and agricultural landowners to support conservation practices, farm planning and regulatory compliance.
How the Agricultural Resource Conservationists Can Help:
- Assist with agricultural conservation projects
- Develop and review Manure Management Plans (MMPs)
- Assist with Nutrient Management Plans (NMPs)
- Provide Guidance on Best Management Practices (BMPs)
- Help Identify funding opportunities for farm improvements
These technicians are key contacts for farmers looking to improve soil health, protect water quality and meet state requirements for farm planning.

Resource Conservationist
Vacant
The Resource Conservationist assist with permitting, inspections, and technical guidance related to earth disturbance and waterway impacts.
How the Resource Conservationist Can Help:
- Provide guidance on Chapter 102 (Erosion & Sediment Control) requirements
- Assists with Chapter 105 (Water Obstruction & Encroachment) questions
- Timber Harvesting permitting and questions
- Conduct site visits and inspections
- Review plans and offers technical assistance
- Help landowners, contractors, and municipalities understand compliance requirements
This position is often the first point of contact from construction, development and timber harvesting happening in the county.

Watershed Specialist / Dirt Gravel & Low Volume Roads Coordinator
Carli McConnell
The Watershed Specialist / Dirt Gravel & Low Volume Roads Coordinator focus on improving water quality through watershed-based projects and road related projects. This position also supports environmental education.
How the Watershed Specialist / Dirt Gravel & Low Volume Roads Coordinator Can Help:
- Coordinates watershed restoration projects
- Assists with grant-funded stream and water quality improvements
- Manages Dirt, Gravel, and Low Volume Road (DGLVR) Projects
- Works with municipalities on road upgrades and maintenance practices
- Helps identify funding for watersheds and waterway infrastructure improvements
- Assists with Environmental Education by working with local educators and schools
Municipalities and landowners benefit from this role through improved infrastructure, reduced erosion, and healthier streams.
