About the Clinton Conservation District
Mission Statement
The Clinton County Conservation District provides leadership, education, and technical assistance to promote the stewardship, protection, and conservation of the county’s soil, water, and natural resources for current and future generations.
Who We Are
The Clinton County Conservation District is a local governmental entity and a subdivision of the Commonwealth of Pennsylvania. Conservation Districts were established to address local conservation needs and to serve as trusted, community-based partners in natural resource management.
The District works closely with landowners, farmers, municipalities, contractors, and state and federal agencies to promote responsible land use, protect water quality, and support sustainable agriculture and development practices.
What We Do
The Clinton County Conservation District provides technical, financial, and educational assistance to help residents and communities conserve soil and water resources and comply with environmental regulations.
Our services include, but are not limited to:
- Agricultural conservation planning and best management practices
- Nutrient Management and Manure Management assistance
- Erosion and Sediment Control (Chapter 102) guidance and inspections
- Water Obstruction and Encroachment (Chapter 105) technical assistance
- Watershed restoration and stream improvement projects
- Dirt, Gravel, and Low Volume Road (DGLVR) projects with municipalities
- Grant administration and project coordination
- Environmental education and outreach
The District serves as a local point of contact to help navigate conservation programs, funding opportunities, and regulatory requirements.
How We Are Funded
Funding for the Clinton County Conservation District is provided through a combination of sources, including:
- Clinton County Government
- Pennsylvania State Conservation Commission
- Pennsylvania Department of Environmental Protection
- Pennsylvania Department of Agriculture
- State and federal grant programs, including the Unconventional Gas Fund
These funding sources allow the District to deliver programs and services that directly benefit local landowners and communities.
History Of The District
The Clinton County Conservation District was organized at the request of county citizens who recognized the importance of soil and water conservation, land use planning, and flood prevention. The District was officially declared by the Clinton County Board of Commissioners on December 19, 1946.
Since its formation, the District has evolved to address modern conservation challenges while maintaining its original mission of protecting natural resources at the local level.
Our Role in The Community
The Conservation District acts as a bridge between landowners, municipalities, and state agencies. While the District does not enforce environmental regulations, it plays a critical role in providing education, technical assistance, and guidance to help projects succeed while protecting natural resources.
Our goal is to work collaboratively and proactively to find practical, science-based solutions that meet both environmental and community needs.
