Easements approved for BEVT Phase 5

LOCK HAVEN - Three easements were approved this week to allow Phase 5 of the Bald Eagle Valley Trail to move forward.

The Clinton County Board of Commissioners approved, unanimously, the following easements:

- A temporary construction easement between the county and SEDA COG Joint Rail Authority for construction access to the BEVT Phase 5 at a cost of $8,000.

- A temporary construction easement and purchase of a permanent right-of-way between the county and South Avis Realty for the BEVT Phase 5 alignment at a cost of $5,000.

- A temporary construction easement and purchase of a permanent right-of-way between the county and River Bend Farms for BEVT Phase 5 alignment at a cost of $15,404.

Phase 5 of the trail begins on the Pine Creek Township side of Katie's Crossing and will connect BEVT to the Pine Creek Rail Trail in Clinton County.

The board heard from Planner/Engineer Steve Gibson regarding the easements during its work session Monday.

Gibson said, with the easements and right-of-ways in place, the county can move forward with its plans for Phase 5 of the trail.

Gibson further noted the easements were put together and negotiated through PennDOT and evaluated by its land assessment personnel.

In other business the board:

- Approved a temporary salary increase for Desiree Myers, chief clerk, at $250 per pay period, for assistance with Human Resource duties, effective Jan. 29 until further notice.

- Approved a temporary salary increase for Maria Boileau, voter registration and elections director, of $50 per pay period, for assistance with deputy chief clerk duties, effective Jan. 29 until further notice.

- Approved an agreement between the county and Keystone Central Career and Technology Center to provide on-site job training for 12th grade students through the Diversified Occupations Program.

- Approved the Clinton County Hazardous Mitigation Plan.

- Appointed Adam Coleman to the Clinton County Recreation Authority for a five-year term, ending Dec. 31, 2028.

- Reappointed Larry Sheats and John Dotterer to the Clinton County Planning Commission for a four-year term, ending Dec. 31, 2027.

- Accepted the resignation of William Hunter from the Clinton County Conservation Board, effective Jan. 1, 2024.

- Reappointed Jack Peters as the Flemington Borough representative to the Clinton County Sewer Authority for a three-year term, ending Dec. 31, 2026.

- Reappointed Justin Bryerton to the Clinton County Zoning Hearing Board for a three-year term, ending Dec. 31, 2026.

- Appointed Roger Hoy and John Dotterer as alternates to the Clinton County Zoning Hearing Board for a three-year term, ending Dec. 31, 2026.

- Confirmed the retirement of Virginia Pizzuto, judicial secretary for the Clinton County Courts, effective May 31, 2024.

- Approved the temporary promotion of Ronald Killinger from maintenance specialist to maintenance supervisor for the county, effective Jan. 25 at a salary of $57,241.54.

- Appointed Gabe Hansen as the administrator for the Agriculture Preservation Program, effective Jan. 29, 2024.
