LOCK HAVEN - The Clinton County Board of Commissioners approved a contract to set up online payments for dog licenses.
IT Director Ernie Jackson reviewed the proposal during the board's work session on Monday, prior to its vote on Thursday morning.
At the time, Jackson said the county did the research into the online payment method after the Pennsylvania Senate passed Bill 764 of 2023, requiring all counties to provide an online service to purchase licenses for dogs.
After his recommendation, the board approved an agreement between the county and Fairfield Computer Services, LLC for the use of its online dog licensing system in the County Treasurer's office at no cost.
On Monday, Jackson noted the online payment system would require a fee be paid by individuals who choose to utilize it. However, that fee wouldn't be put onto the county to pay.
The standard template for the system includes the form, a picture of the treasurer, county logo and basic county information, he said.
Following the approval, Jackson said setup of the system would be fairly simple and the county can have it in place before the Feb. 1 deadline put forth by the Senate.
Payments made through the online system will be funneled to Treasurer Michelle Kunes' office, where she'll file the proper paperwork before it's forwarded to the state.
Minimal training will be necessary to utilize the system, he added.
Other IT related items approved during Thursday's voting session included:
- A renewal with Cisco Duo Multi-Factor Authentication at an estimated cost of $15,000.
- Renewal of county website hosting service with Granicus at a cost of $4,862.03.
- An end-of-lease buyout from Delage Landen Financial Services for a color copier in the MIS Department at a cost of $932.49.
