Commissioners thank Student Poll Worker Program participants; coordinator

LOCK HAVEN - The Clinton County Board of Commissioners honored nearly 30 local students for their participation in the county's General Election in November.

Voter Registrar Maria Boileau previously reviewed the Student Poll Worker Program at the board's work session on Monday.

This was the first year the program was established in the county, with 29 students from Central Mountain High School and one from Sugar Valley Rural Charter School participating on Nov. 7.

Boileau said the students worked over 400 hours in 18 of the county's 34 precincts, of which she received positive feedback from those who have previously worked the polls.

Boileau, and the commissioners, also honored CMHS teacher Hayley Eisenhower who helped coordinate the program through the high school.

Board Chair Miles Kessinger read from a certificate of appreciation on behalf of the county's Board of Elections - composed of himself, President Judge Craig Miller, Court Administrator Don Powers and Chief Clerk Desiree Myers.

"(In) grateful appreciation for exemplary services to coordinate the Student Poll Worker Program," Kessinger said.

In other business the commissioners:

- Approved a USDA grant application for the Clinton County Department of Emergency Services for an award of $50,000 for the purchase of an emergency response vehicle. Grants Administrator Kari Kepler and Emergency Services Director Jonathan Plessinger presented the board with information regarding the grant at Monday's work session. Plessinger said the grant would be used to purchase a replacement vehicle for its 2020 F-305. He noted the lease for the truck runs out in 2025.

- Approved an agreement between the county and Larson Design Group, Inc. for inspection services of Phase 5 of the Bald Eagle Valley Trail for $128,049.80. County Planner/Engineer Steve Gibson previously told the board this cost would be fully funded through a Transportation Alternative Set Aside Grant via PennDOT.

- Approved an Affiliation agreement between the county and Commonwealth University-Lock Haven for credit-bearing internships for students at no cost to the county.

- Approved a Memorandum of Understanding with Debra Reitz, to provide chaplain services at the Clinton County Correctional Facility effective Jan. 1, 2024 for $100 per week.

- Approved a 5-year Fair Market Value Lease with Leaf for a Kyocera Copier for the correctional facility for $108.19 per month and a separate maintenance agreement with Willits Copiers, Inc. for $124 per month.

- Approved a 5-year Market Value lease and maintenance agreement with Marco for a Sharp copier for the correctional facility at a cost of $210.01 per month.

- Approved a contract for service with Thomson Reuters to provide West Proflex Legal Software for the Law Library at the correctional facility at a monthly cost of $598.98 effective Jan. 1, 2024.

- Approved a year three amendment to the correctional facility agreement for comprehensive health services with Primecare Medical, Inc. with a 3 percent contract increase to $1,498,032.51 annually, effective Jan. 1, 2024.

- Approved a contract with Crossroad Counseling, Inc. to provide one full-time mental health counselor at the correctional facility, with a 4 percent contract increase to $6,142.50 per month effective Jan. 1, 2024.

- Appointed Robert Dwyer, Jeffery Walsh and Leonard Long to a 4-year term on the Clinton County Recreation Advisory Committee with an expiration on Dec. 31, 2027. The board also appointed Joanne Heimer, Kasey Campbell and Dan Rae to a 3-year term on the committee with an expiration date of Dec. 31, 2026.

- Appointed Shanon Solava to the Clinton County Children and Youth Advisory Board.

 

- Reappointed Wilson Riccardo, Kyle Stewart, Carol Hanna, Paul Conklin and Richard Morris to the Clinton County Revolving Loan Board for one-year.

- Reappointed Corina Myers as Farmer Director to the Clinton County Conservation District Board for a 4-year term.

- Appointed Mary Ann Clark as Farmer Director to the Clinton County Conservation District Board for a 4-year term.

- Accepted the resignation of county solicitor Larry Coploff, effective Jan. 1, 2024.

- Accepted the retirement of Angela Black, fiscal accountant in the commissioners' office, effective April 1, 2024.

- Accepted the retirement of Diane Miller, Clerk III in the Magisterial District Court 25-3-02, effective April 1, 2024.

Myers noted the board is set to meet again for a voting session on Thursday, Dec. 28, however it may be canceled if no immediate business presents itself prior to that date.
