LOCK HAVEN - Jonathan Plessinger has been permanently named the Clinton County Director of Emergency Services.

Plessinger has served in an interim capacity since the resignation of former director Andrew Kremser in August. Prior to this, he served as the county's 911 CAD supervisor/risk management.

The Clinton County Board of Commissioners unanimously approved the promotion, which includes an annual salary of $62,635, during its voting session Thursday morning.

"Jonathan has been in this role on an interim basis, this is just the formal appointment to this position," Board Chair Miles Kessinger said.

The board approved a list of other personal items that included:

- The creation of a Custody Conciliator and Divorce Hearing Officer in the Court of Common Pleas effective Nov. 1, 2023. The board later approved hiring C. Rocco Rosamilia, III to the position at a salary of $60,000. Clinton County Court Administrator Don Powers said the role was in response to the anticipated retirement of Robert Meachem. Powers said Meachem handled the custody conciliator work along with psychological evaluations. "We're asking to hire Rocco Rosamilia as a custody conciliator to essentially do the same work but not with the psychological function," he said.

- Accepted the resignation of Toby Boyer, watershed specialist/education coordinator for the Clinton County Conservation District. District Manager Wade Jodun said Boyer, who'd been in the position for five years, is moving to the Department of Environmental Protection as an Aquatic Program Specialist and Aquatic Program Biologist. Jodun praised Boyer for his work with the district and the successful completion of a wide range of watershed and stream restorations.

- Laterally transferred Sara Henninger from Resource Conservationist to Independent Watershed Specialist/Education Coordinator with no change in salary. Jodun said he is excited for Henninger to take on the role. "She's done an exemplary job," he said. "She is the perfect fir for the watershed specialist."

- Temporarily promoted Melissa Grove from administrative assistant to executive assistant in the District Attorney and Law Enforcement Coordinator from Oct. 9 through Nov. 8 at a salary of $43,529. Kessinger said the move was made due to a temporary leave of absence in the district attorney's office.

- Promoted Rebecca Sanford from Resource Care Coordinator to Special Programs coordinator for Children and Youth Services, effective Oct. 16, at a salary of $47,631.

- Accepted the resignation of Tasha Yost, part-time administrative assistant at the conservation district, which is effective Oct. 12.

The Clinton County Board of Commissioners next voting session will be held Thursday, Oct. 19 at 10 a.m. in the second floor meeting room of the Piper Building and streamed on the Clinton County Government Facebook page.
